Summary: Terrible and Bias
Comment: This book is terrible. It lumps all caucasions into the category of "Europeans". It doesn't take into consideration today's influx of former Soviet Union citizens into the U.S. and implies it is easier for 'Europeans' to succeed in America because of their skin color. They also discredit (in semantical terms) the term 'melting pot' since it doesn't occur in the first generation of immigrants. However, they later admit it does occur in 2nd and 3rd generations. In one chapter, the authors state that by educating the officer about various cultures, the officer will use this information in determining whether or not to arrest the subject. How absurd when you consider that in today's era of lawsuits and ever increasing liability, less discreion is being left to the officer and arrests are becoming mandatory; regardless of the person's skin color (i.e. domestic violence). Very bias when it comes to such a touchy subject to begin with. Does not help when attempting to educate law enforcement personnel.

Summary: Bad
Comment: This book is bad. Aside from being historically inaccurate in several areas, the authors quote newspaper clippings and "anonymous", uncorroborated, negative citizen comments as fact. The authors "preach" their perspectives and beliefs based on their "theory" of how minorities have been abused or mistreated over generations. Very little, if any, of the information presented as factual is substantiated by historical evidence. Ninty percent of the book is pure speculation, conjecture, and biased opinion against law enforcement. It is a very slanted and liberal writing. I do not recommend it unless you are mandated to read it. For a better perspective on the real world of managing in law enforcement, try Proactive Police Management. It is also a liberal slant of view, but a much more accurate and interesting read.

Summary: Good insight into how police must consider community culture
Comment: Authors give insightful ideas on how to police with
a variety of different cultures now facing America.
The book offers almost a "how-to" for Departments
considering a need to implement a more culturally
sensitive process for their city. Cultures considered
include the obvious African American, Hispanic, Asian,
Indian as well as "lifestyle" cultures.
