Comment: Krause's work is of great importance to the study of arms trade. His is one of the few studies that seek to place arms trade in a systemic context. He argues that technology plays a dynamic role in state arms trade behavior, and the military-technical level of states divides them roughly into four levels. Further, he argues that military technology is cyclical. Technological revolutions occur that allow one or a few states to take a dominant position, then technology diffuses throughout the system. However, those states that are able to harness the new technology early, have an insurrmountable advantage, and remain dominant until a new revolution takes place.
Krause's argument is logical and well supported by statistical evidence. Perhaps more importantly, it has great heuristic value. By putting arms trade in a systemic context, it provides the foundation for better contemporary study of arms trade.
This work is required reading for anyone wishing to better understand international arms trade and military technology.
