Summary: Outstanding analysis of conflicts in failed states.
Comment: Don Snow has observed that post-Cold War conflicts are 
fundamentally different than wars in the past. They are
characterized by their lack of restraint, lack of centers of
 gravity, and lack of "insurgents" in showing any interest
 in taking responsibility or being held accountable. Don Snow 
 explains why he thinks this change has come about, stating
 his argument clearly and concisely, making this a "must-have"
 book for the seasoned political scientist as well as new
 students to the genre. Fortunate to have received an advance
 copy, I heartily recommend this book when it comes out.
